How can I use a DVR without a home phone line? - dvr without phone line or broadband

I have an old ReplayTV DVR to download program information from the dial-up modem over a standard home phone. However, I have a phone in my house. I have a laptop and a broadband connection. Is there a device or service that can take me to the phone line from my DVR for a possibility of a cell phone or my or my broadband access you do get in touch possible? Thank you.
